When you move to Norway you must complete a declaration concerning your importation of household goods, on a customs form RD0030

The declaration must be presented to the Customs when the household goods are declared for customs clearance. An owner who cannot be present at the customs clearance must arrange for the carriers or others who are acting on the owner’s behalf to present a declaration signed by the owner. The household goods cannot be given customs clearance until a correctly completed declaration has been presented.

The owner should also draw up a list of the objects, stating whether they are new or used. Such a list helps to facilitate customs clearance.

You must contact the Norwegian Customs Service when the household goods arrive in Norway.

Exceptions from customs and excise duties

You may import household objects free of customs and excise duties if:

You have lived abroad continuously for at least a year
You have owned and used the objects during your stay abroad, and will continue to use them in Norway
The objects have the appearance of being used

When importing objects you must provide the Norwegian Customs Service with a written declaration (on form RD0030) and a list of the objects in question.

Special import rules
Special rules apply when bringing certain goods into Norway.

Motor vehicles and pleasure wessels. Contact the Norwegian Customs Service to request the applicable regulations.
Professional equipment. Professional equipment may not be imported free of customs and duties.
New items. If new items are included in your shipment of household goods you must pay customs and other duties on them.
Food products. You must pay customs and duties on food. Import restrictions also apply. Contact the Norwegian Customs Service or the Norwegian Food Safety Authority for more information.
Alcohol and tobacco products. You must pay duty on liquor, wine, beer and tobacco products in your household good shipment.
Weapons. Weapons for personal use may be imported as household goods free of customs and duties. You must get an import permit from the police district to which you move.
Plants. Indoor potted plants are customs and duty free when imported as household objects. You must contact the Norwegian Food Safety Authority for applicable import restrictions (including certification requirements).
Animals. Learn more about rules on import of animals as household goods, by contacting the Norwegian Food Safety Authority or the Norwegian Customs Service.

Radio and TV equipment
TV equipment and videos with tuners must be entered specifically in blank 3 of the household goods declaration. A broadcasting license fee must be paid. CE marking is required in certain cases. For further information, contact the Directorate for Civil Protection and Emergency Planning.

The Import & Export Declaration must include the Importers Person Number, Norwegian Citizen ID/Reg. Number. For those that have not yet recieved their permanent Norwegian ID number, a temporary ID number can be obtained.

CUSTOMS REGULATIONS

Customers presence at the time of customs clearance may be required
Used household goods and personal effects duty and value added tax free provided they have been in owner’s possession and used for at least one year prior to importation
Goods must show signs of wear

DUTIABLE/RESTRICTED ITEMS

New items (indicate purchase price abroad)
Live plants (Phytosanitary Certificate from country of origin required)
Animal products require a permit from the Department of Agriculture
Alcohol and tobacco can only be imported with Private Importation Permit issued by Norwegian Government and duties and taxes assessed are extremely high

Products from endangered species, such as ivory, snake skins and some furs
Cordless phones

Firearms, weapons and ammunition require a special import license from the Chief of Police at destination

Membership in a fishing or hunting club required
Weapons will be confiscated without license from Police
Automatic weapons are strictly prohibited
Proof of ownership
Licenses from country of origin

VEHICLES

Owner must be present for Customs clearance
Only one car or motorcycle allowed per family member
Autos duty-free if:

Foreign customer moving to Norway on a two year visa and auto is re-exported at the end of the two years
Customer has owned the vehicle and it has been registered in owner’s name for at least one year with a minimum of 5000km/3200 miles prior to importation
Returning Norwegians must have resided abroad for at least five continuous years. (Exception; foreign visitor entering Norway on a 2 year visa may bring an auto duty/tax free with the understanding that the auto must be exported from Norway at the end of this period.)
Customer has had possession of a driver’s license for a minimum of one year
Vehicle will not be sold within two years after date of importation

Vehicle does not qualify for duty-free import
Must state mileage, make, year, model, registration, plate and chassis number, and year the car was registered in owner’s name
All vehicles must comply with safety standards and emission control regulations.
Vehicle has to arrive in Norway within three months of owner’s arrival
Vehicle must be insured in Norway before it can be driven
Only family members residing at owner’s residence are permitted to use the vehicle
Other regulations and strict requirements may apply

PETS

Strictly regulated
Health and Vaccination Certificate and Import Permit required
Four month quarantine in an approved and licensed facility is required (long waiting list; application far in advance recommended)
Animals which are not “natural” in Norway are prohibited
